UN Office of the Humanitarian/Resident
Coordination (UNRC) is urgently looking for a suitable candidate to join its
Team for the Early Recovery Network in West Sumatera, with below description:
I. Position Information
Title: District Coordination Assistance (DCA)
Reports to: District Liaison Officer/ Early
Recovery Network Coordinator (ERNC)
Station: Mentawai, West Sumatra
Places of Travel (if applicable): West Sumatra Province and other provinces in
Indonesia (if required)
Assignment: One (2.5) month. January 2, 2011 to March 15, 2011

Earthquake and tsunami have recently occurred
in Mentawai archipelago on October 25, 2010 and caused over than 400 people
casualties and 1,500 displacements of local people. The emergency situation has
been responded by various stakeholders from government and non-government
agencies. United Nations have deployed their team to work with government of
Indonesia and other parties to set up initial field coordination mechanism,
initiate rapid assessment, provide and disseminate information to various
stakeholders responding to the emergency, and other emergency measures to help
stimulate coordinated aid distribution process in Mentawai.
Under emergency situation in Mentawai, OCHA
is working closely with Early Recovery Network Team of Office of Resident /
Humanitarian Coordinator (UN RC/HC) in Padang to play its role as main interlocutor
between government and non-government agencies to stimulate coordinated actions
and facilitate coordination meetings, information sharing and update. One of
tools already developed is a web portal http://www.mentawairesponse.org and
The portal consists of critical information needed by various emergency
responders, including local, national, and international organizations and
personnel. The web portal http://www.mentawairesponse.org
was originally created and maintained by UN RC/HC in Padang. It is therefore
important that such information is provided in both Bahasa Indonesia and
English. The District Coordination Officer will play his/her critical role to
ensure effective field coordination for early recovery process in Mentawai.
Under the guidance and direct
supervision of the Deputy Head of Early Recovery Network of UN RC/HC, the
District Coordination Officer will work in close collaboration with OCHA
Jakarta Office, Early Recovery Network team of UN RC/HC, UN agencies,
international organizations, Provincial and District Agency for Disaster
Management and other government agencies, for performing his/her day-to-day
tasks and duties
III. Objectives of Assignment
District Coordination Assistant (DCA) will provide assistance to BPBD in the
District and/or BAPPEDA to support the effective coordination of NGOs and other
aid agencies and to undertake regular
data collection, field assessment and analysis in the district of
responsibility in order to ensure that any outstanding humanitarian relief
activities and recovery activities are being implemented in an effective and
coherent manner, with particular emphasis on ensuring that the needs of
vulnerable populations are met e.g IDPs.
IV. Scope of

The District Coordination
Assistant (DCA) will be working under supervision of District Coordination and
Liaison Officer UN RC/HC, the district coordination assistant will :
Identify gaps and overlaps in early recovery
efforts and report any
Liaise with BPBD and/or local
authorities, NGOs, civil society organizations, the Red Cross Movement and UN
agencies to facilitate information exchange/management and promote
collaboration and cooperation. Assist BPBD and/or local authorities to
organize and facilitate coordination and information sharing meetings and
provide secretariat support as required.
Information Management Team of ER to update database of agencies and 3W Maps.
Provide weekly regular
updates and reports on progress in the district of responsibility both in terms
of recovery activities and also institutional arrangements and capacities. Facilitate any
missions or field visits to the district of responsibility by donors, senior UN
staff or others as required
Perform other duties and responsibilities assigned
by the ERN deemed necessary and/or important for the efficient coordination of
the West Sumatra Early Recovery transition.

University degree or relevant experienced in social sciences,

years relevant work experience with NGO or UN agency;
gained from working in the UN is an advantage
in West Sumatra would be an advantage
in English and Indonesian language, spoken and written is essential.
