Job Description TERM OF REFERENCE

A.    BACKGROUND
Monitors are advised to familiarize themselves with the Terms of Reference for the Procurement of Construction & Development Consultant Services for the Block Grant of the Construction of New Islamic Junior Secondary School – Pesantren (MTs – PB) and One Roof Islamic Junior Secondary School – Pesantren (MTs – PSA) by Community Participation Mechanism Fiscal Year 2008 under MoRA (Ministry of Religious Affair) and schools under MoNE (Ministry of National Education).

In order to monitor and evaluate the progress of the Construction Development Consultants (CDCs), MCPM-AIBEP shall procure the services of Field Monitoring Consultants to ensure the CDCs conform to the standards and outputs specified in their contracts. The Terms of Reference for the Field Monitoring Consultants will closely follow those of the CDCs and will explain the scope of work to be undertaken and the expectations to be met when monitoring consultancies to community participation based construction works.

The Field Monitors shall undertake the monitoring and evaluation of all CDCs by auditing their activities at a number of schools both on a one off basis and on a continuous basis for the duration of the CDC’s engagement.

The monitoring shall consist of cross checking the latest monthly reports from the Field Consultants and Komite Pembangunan Madrasah (PPM) for a particular school or  MoNE’s schools as well  with the monitors own observations of site progress and activity at that school , these monthly reports are available from the Ministry of Religious Affairs (MoRA) provincial office (Kanwil) for the purpose of:

  • Confirming the physical progress of the construction works and compliance with the design and specification of the approved Technical Proposal to determine whether or not to approve the next payment trance to the school. This is a specific AusAID requirement noted in the Program Manual.
  • Ensuring the CDCs meet their procedural and performance requirements set out in the MoNE handbooks and guidelines for the socialization, training, management and construction of Block Grant funded SMP-USB and SD-SMP Satu Atap.
  • Ensuring the CDCs meet their contractual requirements for the amount of work to be completed prior to claims for payment from the MCPM-AIBEP for their services have been met.
  • Identifying any systemic weaknesses in the field implementation procedures of the CDCs and KPM.

Monitoring shall be independent of MoRA/MoNE monitoring, however, where applicable, coordinated with MoRA/MoNE Monitoring and Evaluation staff to provide an effective shared resource and data base.

MoRA/MoNE  Monitoring and Evaluation is undertaken in the following areas:

  • Financial Management
  • Activity Progress
  • KPM performance.
  • CDC performance

B.    CDC & SCHOOL SITE SELECTION PROCEDURES
All CDCs shall be subject to monitoring by the Field Monitors.

In the selection of schools for initial monitoring shall be made prior to mobilization to the Provinces. Selection will be so to cover a range of schools over a broad accessibility spectrum.

Where schools/madrasahs are located within a readily defined group that links them by a local network, one or more should be selected for continuous mo. If others in the cluster require additional monitoring, visiting them can occur when a visit is made to the madrasahs with continuous monitoring.

CDCs that experience difficulties shall be subject to additional monitoring. The frequency of the extra monitoring will depend on the nature of CDC’s problem.

Individual schools/madrasahs that experience difficulties will be subject to additional monitoring.

C.    MONITORING CRITERIA AND VERIFICATION METHODS

Monitoring will be done using an instrument similar to that used by the MCPM for similar monitoring of AIBEP loan funded schools for the Ministry of National Education.

The instrument measures the degree of compliance with the requirements and procedures set out in the MoRA/MoNE guidelines and construction manuals and the degree of compliance with;

  • Administrative requirements,
  • Transparency and reporting requirements,
  • Accountability requirements,
  • Project Management requirements, and
  • completion and of quality of the building works that are described in the drawings, specifications and schedules, prepared by the CDC, that comprise the agreement between the Government of Indonesia and the KPM.

By estimating the amount of physical progress on site and comparing the amont to the quantities and material unit costs shown in the approved RAB, an estimate can be had of the value of the work completed to the monitoring visit.

D.    MONITORING & EVALUATION REPORTING PROCEDURES
At each visit to a madrasah/school that the Monitors make, they shall complete a set of the appropriate monitoring instrument and take sufficient photographs to support their observations and notes.

One instrument shall be completed for each visit to each school.

Once the Monitors have returned to their base, they shall send copies of their reports and photographs back to the MCPM-AIBEP in Jakarta.

E.    MONITORING & EVALUATION GENERAL OPERATIONAL PROCEDURES
Field Monitors are expected to spend most of their working time away from their provincial base, undertaking a predetermined tour of madrasahs/schools. They shall only return to their provincial base to prepare reports and to plan subsequent monitoring tours.

Field Monitors shall make all of their own travel and accommodation arrangements, using the per diem paid by the MCPM-AIBEP. The exception is air travel, where the Monitor shall provide advance notice to the MCPM-AIBEP administration officer located at MoNE/MoRA so the Program can purchase tickets. The monitor shall be required to provide evidence of the purchase of the airfare and after the travel is completed, send the tickets stubs to the Program at  MoNE/MoRA.

F. Qualifications and Skills

  1. Minimum S1 Architecture, Civil Engineering or Construction Management Graduate with minimum of 5 years graduate experience.
  2. Previous experience in monitoring building construction works- 2 years minimum preferably involving Construction through community participation mechanism.
  3. Excellent verbal written communication skills in Bahasa . English is not prerequisite but would be well considered.
  4. Self motivated, resourceful and able to work unsupervised.
  5. Able to work for extended periods in remote locations.
  6. Not afraid of traveling in small boats or lights aircraft.

G. Duties and Responsibilities.

  1. Planning and organizing monitoring trips under the instruction of the Monitoring Coordinator.
  2. Intensive monitoring of construction activity at sites within the context of the approved monitoring   instrument.
  3. Completing monitoring instruments and subsidiary documents for all monitoring visits and submitting them to their MC in a timely manner.
  4. Extensive travel throughout Province of assignment
